Can parakeets talk?

They certainly can, but it takes a lot of patience to train them, and their voice will not be as strong as that of a parrot.

Don't expect them, though, to have a real conversation with you, or to share their inner most wants and desires. They, like parrots, are only repeating back things that they have heard you say.
